Electronic CoC (IVI)

Effective 2026, Certificates of Conformity (CoCs) being issued for vehicles in the EU must be submitted in digital form according to EU Regulation (EU) 2018/858. While this reform certainly holds major benefits in the long term, it also represents major challenges for many small and medium-sized vehicle manufacturers in the short term. 

The VCX homologation software enables you to easily switch from manual to digital processes - because it allows you to automatically create vehicle-specific electronic CoCs (also known as Initial Vehicle Information or IVI for short). 


What is an Electronic CoC (IVI)?

CoC documents serve as proof of a vehicle meeting the legally defined safety and environmental compatibility standards. Every vehicle manufacturer must first obtain type approvals from the EU authorities for each vehicle type it produces. 

Subsequently, a Certificate of Conformity needs to be created and issued for each vehicle of each approved type as a prerequisite for the following registration procedures. In light of the considerable administrative burden this process entails, paper CoCs are gradually being replaced by electronic documents.   

An electronic CoC (IVI) is a digital data record in XML format that contains exactly the same information as the paper-version of a CoC - including all necessary technical details and values of the vehicle in question, such as dimensions, weight, fuel consumption and emission values. 

When will Electronic Certificates of Conformity Become Mandatory and for Whom?

EU

  • Mandatory for manufacturers of cars, trucks and trailers (vehicle categories M, N and O) from June 2026. The additional issuing of paper documents remains optional. 
  • Exception: small series and (so far) all other vehicle categories. For these, the issue of paper documents remains mandatory. 

Germany

  • Mandatory since 2019 for all vehicles for which a registration certificate part II (ZBII) is issued by the manufacturer.  
  • Exception: towed agricultural machinery (vehicle category S).
  • Prerequisite for online registration. 

How Does an Electronic CoC (IVI) Work?

As a manufacturer, you have to create electronic Certificates of Conformity on a daily basis. Should you be working with VCX, these documents will be comfortably generated automatically. 

You then transfer the newly created CoC to the web service of your chosen EU member state. This can be, for example, the country in which you want to register the vehicle or the country in which the original type approval has been issued. VCX automatically handles the transmission for you. 

Via the EUCARIS data exchange system, the electronic CoC data is also made available for other EU member states (currently still in progress). 

Should the transmitted data record contain errors, you can hand in the corrected data at a later date. You can use a record-specific technical version number to determine the most recent data entries.
